How the Court voted

4 votes to 1 on a recorded roll call. Motioned by Jerry Cassity, seconded by Milton Purvis, to adopt with a $2,200 increase in the pay scale. Purvis, Cassity, Robertson and County Judge Murphy voted yes. Commissioner DuBose voted no.

What a budget will and will not tell you

An adopted budget says what the Court intended to spend, by account, before the year started. It is not what was spent. Amounts move during the year by budget amendment, and the budgets themselves note that some money — grant and disaster funding in particular — is left out of the adopted figure entirely because the timing is not known when the budget is set.

So a line that is absent from a budget is not proof that nothing was spent on it, and a line that is present is not proof that it was. For what actually moved, the Commissioners Court approves schedules of bills at almost every meeting, and those are in the meeting record.
