The City of Onalaska has reviewed your public information request
concerning the City's Flock/Automated License Plate Reader (ALPR) system.

Regarding your request for the disposition of Item No. 12 from the
September 10, 2024 City Council meeting, the item concerning Police
Department Policy 9.1 – Flock Cameras was not passed by the City Council.
The approved minutes document the actions taken on the other listed action
items but contain no action or vote on the Flock policy item.

The City has also located responsive records concerning the ALPR system,
including the Police Department's current Policy 5.4 – Automated License
Plate Recognition, effective September 1, 2025, which replaces prior
policy. Additional responsive records include ALPR agreements,
TxDOT-related documents, DPS records, Flock documentation, and related
financial records.

The adopted City budgets referenced in your request are available on the
City's website at www.cityofonalaska.us.

Estimated Cost

Because compiling the complete response requires locating, reviewing, and
compiling responsive records from multiple City and Police Department
files, the City estimates the following allowable costs:

effective until October 13, 2026. Accordingly, this estimate uses the fee
schedule currently applicable to your request.

Because the estimated charge exceeds $40.00, this email serves as the
City's written itemized estimate of charges under Texas Government Code
§552.2615. The estimate is made in good faith and may differ from the
final amount based upon the actual allowable costs incurred.

Please respond in writing within 10 business days indicating whether you
accept the estimated charges, wish to modify or narrow your request, or
have submitted a cost complaint to the Office of the Attorney General. If
the City does not receive a timely written response, the request will be
considered withdrawn as provided by law.
